What drives variance

GDPR has no certification fee that makes an organization compliant. Cost follows the number and sensitivity of processing activities, controller/processor roles, international transfers, data-subject request volume, legacy retention, and whether high-risk processing requires DPIAs or a DPO. Privacy tooling cannot substitute for lawful-basis decisions or engineering changes. Regulatory fines are exposure, not a compliance-budget range.
